Consumer Advocate Opportunity – Keeping Energy Utilities Honest


We are JBS Energy, working for consumer advocates, environmental interest groups and public agencies to keep energy utilities honest and accountable.  We are seeking an economist or policy analyst with experience in energy and energy-related utility economics and issues.  As that individual, you have the opportunity to apply your knowledge and ingenuity to technical and policy issues in the energy sector to benefit consumers and the environment.  Our economists apply existing methods, as well as develop new approaches, to insure that consumers’ and environmental interests are represented in regulatory arenas, and that the impacts of options being considered by regulators are transparent.  JBS provides a collaborative environment.  While staff members tend to work independently, with a minimum of guidance, experienced staff members are available to help clarify thinking, set priorities and help with effective approaches to issues.  JBS is a progressive company, based in West Sacramento, CA.


  • Analyze utility operations, supply plans, forecasts, and spending proposals.
  • Research to evaluate utility programs and initiatives for feasibility, financial desirability and environmental impacts
  • Evaluate proposed rate designs for policy consistency and customer impacts
  • Develop written reports as well as written and oral testimony in a variety of forums on behalf of JBS’ clientele
  • Conduct a range of analyses and evaluations at clients’ request, working with clients’ technical and legal staff as necessary
  • Help to develop RFPs and conduct other work as required.


Applicants must have graduated from college, preferably in economics, accounting, business, public policy analysis, engineering, resource management, environmental affairs or other related field.  A Master’s Degree is preferred.  The position requires at least three years of relevant experience.  An understanding of economics is critical.  Experience in resource or environmental economics and issues and an understanding of energy utility regulatory issues and experience working with regulators are also desirable.  Specific experience in regulation, particularly of energy utilities, and/or experience with consumer or environmental organizations is preferred.

Applicants must be proficient with spreadsheet and other quantitative analytic tools, as well as have a working knowledge of Microsoft Word and Powerpoint.  They also must have excellent written and verbal communications skills, with the ability to explain results of complex analyses in a straightforward manner.  Applicants must be able to balance multiple projects, work effectively with large amounts of data and meet deadlines.  Customer service skills are helpful in working with clients.  A desire to work with a progressive client base on issues of concern to consumers and environmentalists is helpful.
